　　5月中下旬，全国政协教科文卫体委员会组织医药卫生等界别的20多位政协委员和有关专家，赴吉林、广东两省，就基层医药卫生体制改革情况进行了专题考察，深入到长春、延吉、敦化、东莞、惠州等地，召开了8场座谈会，听取了省、市、县政府，医改办和有关部门负责同志情况汇报，走访了15家医院、社区卫生中心、乡镇卫生院以及村卫生室，和基层医务人员、患者进行交谈，听取他们对医改的感受和建议。

　　考察结果显示，总体上看，三年医改起步稳健、进展顺利，如期完成各项目标任务，取得了重要阶段性成效，基本医疗卫生制度建设有了重大进展，基本医疗卫生服务的可及性、公平性显著提高。特别是基层医改实现重大突破，“以药补医”机制被破除，公立医疗卫生机构回归公益性，取得了“四提高、一降低”(即城乡居民基本医疗保障水平明显提高、基本公共卫生服务均等化水平明显提高、基层医疗卫生服务能力明显提高、基层医疗卫生机构服务效率明显提高、基本药物价格明显降低)的明显成效，城乡基层“看病难、看病贵”问题初步得到缓解，人民群众得到了很大的实惠。
