中新网重庆8月29日电(韩璐)“一个行政村设置一个村卫生室(所)，每千农村户籍人口至少配备一名乡村医生。有妇幼工作需要的，应当配备女性乡村医生……”中新网记者29日从重庆市卫生局获悉，9月起，重庆市正式施行《重庆市村卫生室(所)管理办法(试行)》(以下简称《办法》)。这是全国首个以省级政府名义出台的村卫生室管理规范性文件。

　　根据《办法》规定，在村卫生室(所)的设置上，原则上一个行政村设置一个村卫生室(所)；人口较多的行政村根据实际情况，可按每2000至2500户籍人口设一个村卫生室(所)；乡镇卫生院所在地的行政村原则上不设村卫生室(所)。同时，设置在村级公共服务中心的村卫生室(所)，业务用房面积不低于60平方米；单独修建的村卫生室(所)，业务用房面积不低于80平方米。

　　据了解，根据《办法》规定，各区县(自治县)应按村卫生室(所)乡村医生每人每月不低于400元的标准给予专项补助，并根据经济发展水平逐步调整。同时，还应当对村卫生室(所)执行国家基本药物制度给予补助，补助标准原则上按村卫生室(所)所在村的户籍人口数给予补助，人口数低于1000人的，补助金额不低于8000元/年；人口数1000—2000人的，补助金额不低于10000元/年；人口数2000—3000人的，补助金额不低于12000元/年；人口数在3000人以上的，补助金额不低于15000元/年。

　　目前重庆的10754所村卫生室基本覆盖了8575个行政村。据统计，截止2011年底，重庆市共有村卫生室10754所，乡村医生(含执业助理医师)26599人，中专文凭占其中的75%。
