记者从江苏省南通市见义勇为基金会获悉，该市即将出台《奖励和保护见义勇为人员办法》，规定对见义勇为负伤的人员，医疗机构和有关单位应当开辟“绿色通道”及时组织救治。

　　办法向社会征求意见阶段于10月18日结束，目前已由南通市政府常务会议通过，近期将正式实施。办法规定，任何单位和个人对正在实施见义勇为的人员，应当予以援助和保护。医疗机构和有关单位对见义勇为负伤人员应当开辟“绿色通道”及时组织救治，不得以任何理由推诿或拖延救治。

　　办法规定，见义勇为负伤人员在救治期间的医疗费用，由加害人或责任人承担；无加害人或责任人以及加害人或责任人逃逸或无力承担的，由见义勇为行为地政府专项经费或见义勇为基金支付。此外，对于无工作单位但有劳动能力和就业意愿的见义勇为人员，当地有关部门应组织培训并给予补贴，优先安排其就业。
