　　朱之鑫说，我刚才正在看一本书叫《数字中国》，讲到了医改，实际上简单地概括为两句话。一个就是十年间我们织起了世界上最大的医保伞。十年前，在我国能够站在这个保护伞下的只有9401万国有企业的职工；2003年，农民站进来了，城乡的困难群体站进来了；2007年，城镇没有工作的老人、儿童、大学生也都站进来了。如今，基本医疗保障已经覆盖了全国95%以上的人群，成为世界上最大的医保网，这是中央电视台的一本书里面介绍的。另一句话，就是重新构建了崭新的基层卫生医疗服务平台，让人民群众看病更加方便可及。

　　他说，为什么现在有一部分群众感觉还不明显呢？我想主要是两个方面的原因：一是，城市特别是城市中的大医院看病还比较难、比较贵。二是，我们的医保水平还比较低，和群众日益增长的卫生保健需求还有一定的差距。实际上，下一步医改要着力解决这三个问题，健全全民医保体系、巩固完善基本药物制度、积极推进公立医院改革，特别是公立医院改革要以县级医院为重点，提升服务能力和实施管理运行方面的综合改革，力争使90%的群众看病能够在县域内得到解决。
