　　今天上午，茶陵县、炎陵县同时启动县级公立医院改革暨取消“以药补医”机制改革试点，两县的县人民医院、县中医院和县妇幼保健院共6家医院在全省率先探索通过调整医疗服务价格、实行药品“零差价”等方式告别“以药补医”机制。

　　记者从茶陵县和炎陵县了解到，通过取消药品加成，所有药品(中药饮片除外)在县级公立医院实行零差率销售，对县级公立医院由此减少的收入，将通过合理提高体现医务人员技术劳务价值的手术费、治疗费、护理费、诊查费、床位费以及中医特色服务等医疗服务项目价格，增加政府投入等途径予以补偿。按照总量控制，结构调整的原则，以2011年药品合理差价为基数，医疗价格上调总额不超过2011年度药品合理差价总额的80%。调整的医疗服务收费项目将被纳入医保和新农合支付范围。
