　　李培林表示，社会保障覆盖面在迅速扩大。特别是基本医疗保险，已经通过四种制度覆盖了全民，也就是说国家机关和事业单位的公费医疗制度，部分事业单位和企业的医疗保险制度，城镇居民的医疗保险制度以及农村新型合作医疗，现在国家用这四种制度基本上使医疗保险覆盖到全民。

　　李培林还指出，不同制度之间保障的水平还有很大差异，比如农村新型合作医疗，大概全国平均报销的比例只在30%多，所以现在正在普及大病医疗保险，补充比例较低的农村新型合作医疗的保险。基本养老保险发展也很快，理论上讲，现在养老保险也已基上覆盖到80%以上居民，这是近几年来社会保障取得的迅速进展和重要的成就。特别是农村养老保险出现了千年未有之变化，到今年年底农村养老保险可以覆盖到全国80%以上的县，现在水平还很低，“按照国家规定，农村农民超过60岁以上的，每人每年享受600块钱，但农民还有土地、还有实物收入，所以对保障基本生活来讲，具有重要的作用。”李培林说。
