记者昨日从自治区卫生厅了解到，我区基层卫生人才短缺、能力不足的问题已经成为阻碍医改和卫生事业发展的瓶颈，为此，我区在十二五期间全面加强卫生人才队伍建设，力争使县域内就诊率提高到90%左右，基本实现群众大病不出县的目标。
