河北为医务人员建医德档案 考评不过关不得晋职晋级 Hebei building medical ethics for medical personnel archives evaluation does not pass not promotion

　　1日起，河北省将为全省各级各类医疗机构医师、护士及其他卫生专业技术人员建立医德档案，医德年度考核不合格者将不得晋职晋级。

　　根据河北省卫生厅、省中医药管理局联合下发的《河北省医务人员医德考评实施细则》，医德考评包括规范医疗服务行为、尊重患者权利、廉洁行医等8个方面内容，其中，是否合理诊疗、用药、检查和收费，是否有“生、冷、硬、顶、推、拖”现象，是否收受、索要患者及其亲友的财物等都在考核范围内。

　　根据实施细则，各医疗机构要成立医德考评委员会，具体领导医务人员医德考评工作。医德考评实行记分制，分为优秀、良好、一般、较差四个等级。其中医务人员在一年内如有患者满意度低于60%、医疗服务态度恶劣造成恶劣影响的、索要患者财务或谋取不正当利益、私自采购药品器械等情形之一，将实行一票否决。
