由国务院发展研究中心指导、中国经济时报等单位承办的“第四届中国经济前瞻论坛”，于2012年12月29日在北京召开。在此次论坛下设的“发展现代农业与农业经营组织创新”分论坛上，科技部中国农村技术开发中心副主任陈良玉着重谈了畜牧业安全问题，他认为，解决食品安全问题首先要建立领导负责制。
