2002年省卫生厅、省红十字会联合省司法、公安、财政、教育、国土资源、广电等9部门，制定出台《甘肃省遗体捐献管理暂行办法》,并在我省确立了10个遗体捐献接收站。截至2012年底，《甘肃省遗体捐献管理暂行办法》出台已有10年，记者从省红十字会了解到，我省自愿捐献遗体志愿者有583人，完成遗体捐献的仅有15人。长期以来，由于遗体的匮乏，严重制约着甘肃省医学教学和医学科研的发展。
