　　近日，济南一辆救护车被堵在高架桥下桥口，但周围车辆不肯让行，救护车不得已向电台打求助电话。对此，省政协委员、北京德龙宝真国际酒业有限公司董事长、山东新宝真商贸有限公司董事长潘智群提出，应立法保障应急车辆通行无阻。

　　潘智群说，他看到过这样的现象，救护车在后面鸣笛，前面的车辆根本不让道。也听过这样的新闻，某大楼着火，消防车堵在路上过不去。“是否避让救护车，是一个道德问题，更应该上升为一个法律问题。”

　　他建议，从立法的角度保障应急车辆通行无阻，将救护车通行放在第一位。“很多国家都是这样做的。立法规定前后车必须保持一定的距离，应急车辆可以从两车中间穿过去。美国有一条‘铁律’:凡是救护车等特种车鸣笛通过时，所有车辆都得无条件避让。司机会判断鸣笛的方向，然后立刻停止前行。”
