　　频繁发生的“医闹”事件，给本不平静的医患关系雪上加霜，造成医患双方两败俱伤，既解决不了问题，又干扰医院正常的诊疗活动。这一现象也成为两会人大代表关注的焦点。

　　“很多医疗事故发生后没有得到医院重视，总想减轻、推脱自己的责任，而不是主动承担、解决问题，给患方造成不‘闹’不得、医院欺软怕硬的形象，加之诉讼程序复杂，必然造成‘医闹’频发。”全国人大代表、南宁职业技术学院机电学院院长甘善泽说。

　　全国人大代表、广西钦州市第一人民医院副院长张福维分析，一些医生责任心不强、医疗水平不高；医患双方信息不对称，难沟通或沟通难；患者对医生期望值过高，这些都是“医闹”频发的原因。“目前我国医疗事故鉴定机构都设在卫生部门，有‘老子为儿子鉴定’嫌疑，难以让患者及家属信服，也是医患纠纷频发的重要原因。”张福维说。

　　张福维建议，建立由医学专家、法医、法官、律师、卫生、司法等部门组成的第三方调解机构，改变现行的由医疗部门调解的现状，完善有关配套制度，使患者及其家属有一个合法的、有公信力的医疗纠纷解决平台。同时，完善医疗事故责任保险制度，通过医疗事故第三方赔付，化解医疗事故带来的赔偿风险。
