由国土资源部土地利用管理司、中国土地勘测规划院13日发布的报告显示,二季度,全国主要监测城市地价总体水平为3069元/平方米,商服、住宅、工业地价分别为5728元/平方米、4522元/平方米和659元/平方米;环比增长率分别为0.39%、0.40%、0.13%、0.69%;同比增长率分别为2.33%、3.93%、1.77%、2.27%。全国地价总体平稳,环比增速微幅上扬,同比增速持续放缓。三大重点区域综合地价水平呈小幅上升态势,环比、同比增速变化与全国保持一致,但增幅均低于全国平均水平。东部、中部地价环比增速略有加快,西部继续放缓;各区域同比涨幅持续回调。全国住宅地价环比增长率整体微升,三大重点区域仍处于负增长区间。

报告指出,在稳增长基调下,中央坚持房地产调控政策不放松与地方政府调控措施微调并存,部分地区市场预期出现一定变化。住建部、发改委、央行、证监会等相关部门先后表态,重申坚持房地产调控不动摇。地方政府微调政策也不断出台。自2011年下半年以来,105个监测城市中,北京等33个城市分别从不同角度出台楼市微调政策,政策微调内容涉及公积金贷款额度、土地出让、普通住宅标准、税费优惠以及购房补贴等。除上海、芜湖、佛山、成都等4个放松限购政策“红线”城市被叫停,其余城市不涉及限购的政策微调均还在实施。在宏观政策调整与坚持房地产调控不放松,地方政府出台微调政策不断加大局面下,市场预期正在出现变化,房地产市场再次进入敏感阶段。
