　　《通知》要求，各地要把落实住房用地供应计划作为下半年的重点工作切实抓好，应保尽保保障性安居工程用地，并以提高计划完成率、增加有效供应为首要目标，进一步加大普通商品住房用地的供应力度。从7月开始，国土资源部将对保障新安居工程用地和普通商品住房用地供应实行月度指导，对落实情况较差的将予以通报，年底对各省（区、市）进行目标责任考核。下半年，各地要密切跟踪市场形势，切实把握好土地出让节奏、时序和价格，防止出现商服和住宅高价地，扰乱市场预期，破坏市场稳定。市县国土资源主管部门要进一步完善地价专业评估和集体决策程序，合理确定起始价、底价，在土地出让前还应全面分析、研判市场形势，对可能出现高价地的要及时调整竞价方式，制定出让方案和现场预案。对预判成交价格创历史总价新高、或单价最高，或溢价率超过50%的房地产用地（包括商服、住宅或商住综合），要及时调整出让方案，采用“限房价、竞地价”或配建保障房、公共设施等办法出让土地。
