7月23日，中国社科院财经战略研究院住房问题研究课题组发布了《中国住房发展报告2012中》。报告称，今年上半年住房市场走势偏离调控的目标，这主要是因为宏观政策微调导致的预期调整与市场恐慌引起的，而不是宏观政策微调实际发生作用导致的。这一回涨的变化给下半年调控增加了复杂性和难度。
