本报讯（苑明 汪晓霞） 我省近日下发《江苏省住房保障信息公开实施意见》，要求各市、县（市、区）进一步加大住房保障信息公开工作力度，进一步扩大住房保障信息公开范围，大力推进以保障政策、房源建设、住房分配为重点的信息公开。全省各市、县要力争到2012年末，形成比较健全的住房保障信息公开制度，基本实现住房保障政策、保障性安居工程建设和保障性住房分配信息公开全覆盖。

　　我省要求各地公开保障性安居工程建设基本信息，即公开各类保障房的开工套数、基本建成（含竣工）套数，每个项目的建设清单须一次性公开，内容包括：项目名称、建设地点、总建筑面积、住宅面积、计划开工时间等。同时，公开年度建设计划实施情况信息，比如实际开工套数、基本建成套数是多少，该信息必须在每月后10个工作日内公开。对于已开工项目基本信息，要在施工现场醒目处设立“保障性安居工程建设项目告示牌”；对于已竣工项目基本信息，要在单体工程显著位置设立永久性告示牌。

　　确保保障房分配的公平公正，力堵权力寻租，是此次《意见》的亮点。我省要求，须公开分配政策信息，且公开住房保障办事指南；须公开分配对象信息，包括申请人姓名、身份证号码（隐蔽部分号码）、申请住房保障类型、登记日期等；须公开分配房源信息，内容包括项目名称、保障房类型、竣工日期、住房套数、已分配套数、待分配套数等。分配程序信息、分配过程信息及分配结果信息，也均要求全公开。同时，《意见》要求，须公开保障房退出信息，内容包括：原保障对象姓名、原租购保障房类型、套型面积、所在建设项目名称等。

　　我省要求，各类保障性安居工程建设、分配和管理等信息公开前，要对公开后的社会反映及时研判，做好应对预案；公开后，要跟踪舆情，主动引导；加强有关法律法规宣传，引导社会公众依法合规按程序取得政府公开的信息。
