本报西安7月25日电（姜峰、邹雪）记者今天从《陕西省森林公园条例》宣传贯彻大会上获悉：作为陕西首部森林公园事业发展的地方性法规，《陕西省森林公园条例》将于今年10月1日起正式施行，这标志着陕西省森林公园建设和森林旅游产业发展步入了法制化轨道。条例中规定，森林公园内不得设立各类开发区和修建别墅。

　　在森林公园保护工作措施方面，条例提出了11项禁止性规定，其中明确森林公园内不得从事以下建设活动：建设损害森林风景资源、妨碍游览、污染环境的工程设施，设立各类开发区，修建别墅；修建宾馆、疗养院以及与森林风景资源保护无关的其他建筑物；擅自修建人造景观或者景点等。

　　对于森林公园配套设施建设投资大的问题，条例明确规定在建设资金渠道方面，森林公园基础设施建设纳入国民经济和社会发展规划，并鼓励单位和个人以捐资、独资、合资、合作等形式，参与森林公园的项目建设和经营。在政府部门职责方面，条例对县级以上人民政府及各有关部门在森林公园发展中的组织、协调和监督管理等方面职责做出了规定，强化了政府及各部门的管理职能，为有效解决森林公园与其他旅游景区管理上交叉重叠的矛盾、形成促进发展的合力提供了依据。
