7月9日，交通运输部印发《关于推进全国引航机构事业单位深化改革的指导意见》（简称《意见》），进一步巩固引航体制改革成果，推进引航工作持续健康发展。

　　《意见》指出，在事业单位分类改革中，各地要切实从引航工作的特殊性出发，保持引航机构为公益服务事业单位的性质；研究适应港口长远发展的引航员编制标准，力争建立引航员编制动态调整机制；做好引航员收入分配制度改革，并按照国务院相关要求，认真做好其他配套改革。
