7月12日，全国海事调查工作会在上海举行，会上全面总结了2006年以来全国海事调查的工作和经验，表彰了海事调查工作先进单位和个人，并研究部署了下一阶段主要任务，强调要全面提升水上交通安全监管预控能力。

　　近年来，海事机构建立了海事调查官制度、重大水上交通事故相关企业安全约谈制度、专家分析会制度、事故后评估制度和安全形势月度分析会制度，设施和装备状况也明显改善，科技应用能力不断成熟，水上交通事故的调查能力与预控水平显著提高，海事调查服务水上交通安全监管的作用与效果愈加明显。在海事调查分析的基础上，全国海事系统相继开展了渡口渡船安全管理专项整治、长江水域船舶超载运输专项整治、渤海水域砂石运输船专项治理、船舶配员与船员证书专项检查、“海上安全知识进渔村” 等活动，集中治理了突出的安全隐患，有力的事故预控使水上交通安全形势逐年稳中趋好。
