　　冯正霖强调，各地区、各部门要结合实际，按照“四个坚持”的工作思路，不断研究新方法、探索新举措，开创公路工程技术标准化事业发展新局面。一要提高认识，加强领导，确保做到认识到位、机构到位、人员到位、资金保障到位、工作机制到位。二要加强标准体系建设。进一步提高国家标准和行业标准制修订水平，全面加强地方标准建设，持续深入引导企业加强企业标准建设，坚持对标准体系进行分类管理。三要加强标准的编制和修订。进一步加大工作力度，加强养护管理标准和服务标准建设，调动多方面积极性，加大部、省、科研院所、企业联合编修力度。四要提升标准执行力。加强对标准执行的监督，加大对标准的宣贯和培训力度，加强标准信息化建设，确保标准的正确理解与严格执行。五要加强标准建设与科研工作的有效结合。重点研究解决一些科研成果不能及时转化为标准规范，一些标准规范的修订缺乏有效科研支撑的问题。六要加强标准国际化建设。抓紧制定中国公路工程标准国际化战略，有重点、有步骤地提高参与国际公路工程技术标准体系建设的能力和水平，增强我国在国际标准化活动中的话语权和参与国际公路工程建设的竞争力。
