8月21日至24日，由辽宁海事局牵头协调天津、河北、山东海事局，共同开展了环渤海水域“治砂5号”联合执法行动。此次联合执法行动共出动执法船舶14艘次，执法船艇现场检查涉水工程建设施工51次，现场检查采砂区域19次，现场检查卸砂点62次，检查采运砂石船舶8艘次，处罚涉水工程建设施工单位3家，下达停工/停航通知书3份。

　　近年来，辽宁辖区水域内非法采运砂行为日益猖獗，海上砂石资源大量流失，海洋生态环境遭到严重破坏。面对这种情况，辽、鲁、冀、津海事部门对渤海水域砂石运输船辽宁葫芦岛——河北秦皇岛、唐山——天津航线，辽宁营口、大连——天津航线，山东烟台蓬莱、莱州——黄骅、天津砂石运输航线等3条习惯航路和辽宁葫芦岛绥中水域、辽宁营口水域、山东莱州至蓬莱水域、河北曹妃甸水域等4个重点采砂水域进行海上和陆上联合巡查执法行动，水陆同时推进。
