　　日前，国务院办公厅印发《降低流通费用提高流通效率综合工作方案》（简称《方案》），明确提出完善公路收费政策、便利物流配送、建立健全流通费用调查统计制度等措施。

　　《方案》要求，完善公路收费政策方面，严格执行鲜活农产品运输绿色通道政策，将免收通行费措施落实到位，结合实际完善适用品种范围；从严审批新的一级及一级以下公路和独立桥梁、隧道收费项目；逐步推进西部地区取消政府还贷二级公路收费工作；深入推进收费公路专项清理，降低偏高的车辆通行费收费标准，抓紧修订《收费公路管理条例》，完善通行费形成机制；规范收费公路经营者行为，加快推广省（区、市）内“联网收费、统一经营”模式；加强对政府还贷公路通行费收支情况的审计，确保通行费收入全额用于偿还贷款和养护管理。

　　《方案》明确提出，抓紧落实提高小型微型企业增值税和营业税起征点政策，减轻流通业小型微型企业税收负担；加快推进营业税改征增值税试点，完善试点办法，降低交通运输业税收负担；农产品冷链物流的冷库用电与工业用电同价，于2013年6月30日前执行到位。

　　《方案》提出，要完善运输超限的不可解体物品车辆管理办法，引导物流企业合法装载，规范交通运输领域执法行为。要在运输、仓储、保管、配送、批发、零售等环节，健全企业收支情况和价格调查的统计方法和手段；建立收费公路经营主体收费标准、收费金额等情况的统计、监测制度，制定收费公路信息公开办法，全面、准确掌握收费公路的收费情况。
