　　近日，由交通运输部、公安部牵头，会同国家发改委、工业和信息化部、住房和城乡建设部、商务部、国家邮政局，在深入调研、多方研讨的基础上研究制定的《关于加强和改进城市配送管理工作的意见》（简称《意见》）正式发布，要求通过多部门联动协作、综合治理，全面提升城市配送的公共服务能力，探索构建服务规范、方便快捷、畅通高效、保障有力的城市配送体系，保障和改善民生，推动城市经济社会发展。

　　《意见》要求，健全地方政府领导、多部门参与的城市配送管理体制和工作机制，将城市配送发展规划纳入城市总体规划；加大对城市配送通道、节点建设的支持力度，完善配送停车和装卸作业设施，开展城市配送交通影响评价；推动城市配送车型向标准化、厢式化发展，研究建立城市配送运力投放机制，规范货运出租车的服务质量和安全管理，建立完善城市配送企业和快递企业的质量信誉考核制度；合理确定城市配送车辆的通行区域和时段，根据需要为高峰时段通行的城市配送车辆发放通行许可；完善城市配送车辆停靠限制措施，在部分一般车辆禁停的路段要在保障道路交通安全畅通的情况下给予城市配送车辆必要的停车便利；清理不合理收费，加强对城市配送价格的动态监测；鼓励和引导物流企业结合实际积极推进“分时段配送”、“夜间配送”等个性化的配送服务，加快建设配送信息平台。
