2月28日13时30分，由“海巡21”、“海巡31”和“海巡166”三艘海巡船组成的中国海事巡航编队从三亚港启航赴南海水域执行巡航任务。这次巡航是中国海事系统2013年度第二次巡航南海海区，旨在强化在我国南海水域内的海事执法船舶动态执法，锻炼巡航队伍的快速反应能力，保障南海水域船舶航行安全，防治船舶污染海域。

　　此次巡航的主要任务是巡视海上通航环境和通航秩序，监督船舶遵守有关海上交通安全、防止船舶污染国际公约和我国法律法规；监视海洋环境；检查南海导航设施，检验海图等航海图书资料的准确性；检查岸基AIS（船舶自动识别系统）性能和船舶使用AIS、无线电通信设备；了解南海海域渔船作业方式、数量、分布等情况；考察南海避风条件等。

　　巡航过程中，交通运输部海事局将通过AIS和无线电台对巡航过程进行全程监控，如遇海上人命救助行动需要和水上交通事故时，巡航编队将立即组织开展搜救行动，并对水上交通事故进行调查取证。巡航过程中，还将举行消防救生应急演练，拜会巡航途经部分岛礁的驻地政府，并慰问驻军。
