　　惠凯介绍说，国务院《关于实施东北地区等老工业基地振兴战略的若干意见》明确提出“充分利用东北地区现有港口条件和优势，把大连建成东北亚重要的国际航运中心”。但与韩国釜山港相比，国内港口在减免各项税费以及发展支线班轮等诸多方面，缺少有力的政策支持。
