4月17日至21日，以“巩固、拓展，守望平安”为主题的第二届“海峡两岸海上搜救学术交流研讨会”在台湾台北举行。交通运输部副部长、海峡两岸航运交流协会名誉理事长徐祖远、中华搜救协会名誉理事长郑樟雄等出席会议。

　　徐祖远在研讨会致辞中提出了三方面的观点。一是同愿景、同使命。守望海峡航行安全、促进航运发展、造福民众福祉，是两岸搜救同仁的共同愿景和使命。二是同理心、同胞情。从事海上搜救的人，更加理解遇险者对生命的渴望；两岸流动的是同样的血脉，胸腔里跳动的是同样的中国心。三是同体认、同行动。两岸搜救机构默契配合，互信日益加深，建立合作机制，共筑平安通道，确保了两岸同胞的福祉。徐祖远对加强两岸海上搜救合作提出三点建议：巩固合作成果，使协调机制常态化；拓展合作领域，加强两岸海上防污染领域的合作；稳步推进厦门与金门、马尾与马祖海上搜救协作。徐祖远表示，两岸海上搜救同仁，用对民众的大爱为种子，用对海洋的崇敬为沃土，用对职责的忠诚为水源，用对彼此的真诚为养料，一定能够培育出庇佑海上安全的参天大树。

Xu Zu long conference speech put forward three points of view.One is with vision/With the mission.Watch the channel navigation safety/Promote the development of shipping/Benefit of the public welfare,Is the common vision and mission for the search and rescue colleagues on both sides.Second, the empathy/Sibling affection.Engaged in the maritime search and rescue people,Understand more lives were the longing for life;The flow on both sides of the same blood,Heart beating in the chest is the same in China.3 it is to realize/With the action.Understanding on both sides of the search and rescue agency,Mutual trust is increasingly deepen,Set up a cooperation mechanism,Build safe passage,Ensure the well-being of the compatriots on both sides.Xu Zuyuan puts forward three Suggestions to strengthen the cross-strait cooperation in the maritime search and rescue:Consolidate the cooperation,Coordinate a normalized mechanism;The expansion of fields of cooperation,Strengthen bilateral cooperation in the field of maritime pollution prevention;Steady progress was made in xiamen and kinmen/Horsetail and matsu maritime search and rescue coordination.Xu Zuyuan said,Maritime search and rescue colleagues on both sides,With a great love of the people for the seeds,With reverence for fertile ground for the sea,For water source with devotion to duty,With sincerely for each other for food,Must be able to develop a blessing maritime security great trees.
