《关于修改〈邮政行业统计管理办法〉的决定》5月7日对外公布施行。此次修改明确提出，省级以下邮政管理机构应配统计人员。

　　在此次修改中，第四条第三款、第四款分别修改为：“省、自治区、直辖市邮政管理机构和按照国务院规定设立的省级以下邮政管理机构在国务院邮政管理部门的领导下，组织、开展、管理、监督本辖区的邮政行业统计工作。

　　国务院邮政管理部门和省、自治区、直辖市邮政管理机构以及省级以下邮政管理机构，统称为邮政管理部门。”

　　此次修改确定了“省级以下邮政管理机构应当确定统计机构，配备专职或者兼职统计人员，统一管理本辖区的邮政行业统计工作。”同时确定：“省级以下邮政管理机构负责汇总、审定本辖区邮政行业统计资料，经本机构主要负责人签署后予以发布。”
