记者5日从国务院医改办获悉，国家发改委、卫生部、财政部、人力资源社会保障部、民政部、保监会等六部委日前联合召开电视电话会议，贯彻落实《关于开展城乡居民大病保险工作的指导意见》。会议指出，开展城乡居民大病保险是一项全新的制度设计，政策性很强，各地、各有关部门要抓紧制定开展大病医疗保险的实施方案和政策意见，在先行试点的基础上，逐步推开。

　　国家发展改革委副主任、国务院医改办主任孙志刚在会议中指出，在筹资方面，国家层面对具体筹资标准不作统一规定，各地在测算筹资标准时应根据综合因素进行精细测算；在保障方面，文件没有简单地按照病种区分大病，而是根据患大病发生高额医疗费用与城乡居民经济负担能力对比进行判定；在承办方面，政府制定筹资标准、报销范围、报销比例、结算管理以及商业保险机构承担大病保险单独核算办法等方面的基本政策要求；在监管方面，要加强对商业保险机构的监督，将大病保险有关情况向社会公开，接受全社会的监督。
