国家发展和改革委员会、卫生部和人力资源和社会保障部19日在北京召开全国县级公立医院医药价格改革工作会议，要求300余个试点县破除“以药补医”机制，取消县级公立医院“药品加成”政策，药品价格要降低15%左右，降低群众医药费用负担；调整医疗服务价格，逐步理顺医疗服务项目比价关系，鼓励、引导医务人员以病人为中心，提高医疗技术服务质量与效率。

　　发展改革委等三部门近日发布《关于推进县级公立医院医药价格改革工作的通知》，要求各地在推进县级公立医院改革过程中，坚持公立医院公益性质，切实落实政府办医责任，加大财政投入；推进县级公立医院医药价格改革，要与财政、医保等政策进行衔接，同步推进，充分发挥政策合力；建立考核奖惩制度，强化医药费用控制，确保改革后群众医药费用负担有所减轻。
