　　规划要求，要加快实施人才强卫战略，大力推进医药卫生人才制度完善和机制创新。加强以全科医生为重点的基层医疗卫生队伍建设，建立以临床培养基地和基层实践基地为主体、以规范与提升临床诊疗能力和公共卫生服务能力为重点的培训网络。到2015年，通过转岗培训、在岗培训和规范化培养等多种途径培养15万名全科医生，使每万名城市居民拥有2名以上全科医生，每个乡镇卫生院均有全科医生。加快建立住院医师规范化培养制度。加强农村卫生人才队伍建设，为农村定向免费培养医学生，为县级医院培养骨干医生，大力开展基层医疗卫生人员继续教育和实用技能培训。制定优惠政策，鼓励和引导医务人员到基层工作。加强村级卫生人员培养培训，逐步推进乡村医生向执业(助理)医师转变。研究实施基层医疗卫生机构全科医生及县级医院急需高层次人才特设岗位计划。加强公共卫生人才队伍建设，完善专业公共卫生机构岗位管理制度，吸引和鼓励优秀人才从事公共卫生工作。建立健全公共卫生医师规范化培训制度。大力培养护理、药师、卫生应急、卫生监督、精神卫生、儿科医师等急需紧缺专门人才。加强高层次医药卫生人才队伍建设，分类制订医药卫生杰出骨干人才推进计划。建立卫生管理人员职业化制度，全面提升卫生管理专业化和职业化水平。创新医药卫生人才培养、使用评价、流动配置和激励保障机制，大力改善医药卫生人才发展政策环境。
