日前，省卫生厅下发《海南省新农合定点医疗机构管理暂行办法(试行)》。该办法要求，定点医疗机构及其医务人员应当严格执行梯度用药，合理药物配伍，不得滥用药物、开大处方，不得开人情方、开“搭车”药。

　　办法要求，定点医疗机构要严格执行出入院标准，实行双向转诊制度；要因病施治，合理用药，合理检查，合理收费，正确引导参合患者就医，控制医药费用不合理增长。禁止将医药费用收入与医务人员个人收入挂钩。参合人员就诊时，门诊处方用药实行定量管理。单人次门诊处方用药量急诊患者不得超过3日，普通患者不得超过7日，在规定时间内同类药品不得重复开方。定点医疗机构及其医务人员应当严格执行梯度用药，合理药物配伍，不得滥用药物、开大处方，不得开人情方、开“搭车”药。

　　通知指出，要严格控制药物目录外用药比例。参合患者的临床用药应当优先在《药物目录》范围内选择，因病情需要使用超出《药物目录》的自费药物，应当告知患者或其家属，并经其签字同意，同时在处方上注明“自费”字样。各级定点医疗机构要控制《药物目录》外药品费用占药品总费用比例，省级定点医疗机构控制在15%以内，地级市定点医疗机构控制在10%以内，县(市、区)级定点医疗机构控制在10%以内，实施基本药物制度的乡(镇)、村级定点医疗机构要严格执行。
