中新网11月21日电 卫生部日前在其官方网站发布公告，向社会公开征集2013年度食品安全国家标准立项建议。重点领域涵盖食品添加剂产品标准，食品容器、包装材料等相关产品基础标准等。

　　公告设立了七个征集建议的重点领域：食品中污染物、致病性微生物等危害人体健康物质限量等基础标准；食品产品安全标准；食品添加剂产品标准；营养与特殊膳食食品标准；食品容器、包装材料等食品相关产品基础标准；食品生产经营过程的卫生要求标准；与基础标准配套的检验方法与规程标准。

　　公告指出2013年食品安全国家标准立项建议应当符合如下五点：《食品安全法》及其实施条例和《食品安全国家标准管理办法》；《国务院关于加强食品安全工作的决定》和《国家食品安全监管体系“十二五”规划》；《食品安全国家标准“十二五”规划》和《食品标准清理工作方案》；有食品安全风险监测和评估结果为科学依据；我国国情和食品产业发展实际以及行业现实和监管实际需要。

　　公告强调，提出立项建议的应当是科研机构、教育机构、学术团体或行业协会，鼓励相关单位联合提出立项建议。推荐承担标准起草的工作单位，应当有标准制修订的工作经验，能支持标准起草人工作，确保其按时完成标准起草工作。拟担任标准起草工作的负责人，应当熟悉食品安全国家标准管理法规，具有较高的学术水平，学风严谨，责任心强。
