OTC药是我国国家药品监督管理局批准，不需医师处方，消费者据药品说明书可自行判断和使用的安全有效的药品，但是该类药品的不合理使用不仅浪费医药资源，更可能给消费者带来严重的药物不良反应和危害。经常有一些社区或者城乡结合部零售药店滥用非处方药(OTC)，误导患者使用非OTC药物的事件发生。
