　　高强说，多年来我们实行鼓励医院创收的机制，财政对医院的投入逐年减少，医务人员的工资和补贴基本上要靠服务创收来解决，这将医护人员推到了群众利益的对立面，医务人员要增加工资，群众就要增加负担。现在公立县级医院正在改革试点，方向是正确的，但是这只是医改一个重要环节，而不是最终的目标。很多地方在改革以药养医的同时大幅度提高医疗服务收费标准，医院的创收渠道由卖药改为医疗收入，以药养医可能变为以医补医，医院的公益性也难以实现。

　　高强表示，我们应切实增加政府对医院的投入，对医院实行全口径的收支预算，控制医院服务收费的不合理增长，制定符合实际的医务人员薪酬标准，切实保障医务人员的工资收入，并切断医务人员所得与医疗服务收费的联系。改革医院收入分配制度，建立严格的绩效考核制度，鼓励医务人员多劳多得，帮助医务人员摆脱创收的束缚，全身心投入为人民健康服务之中，这应当是医改最本质的问题。
