工信部、质检总局日前在官网发布《中国烟草控制规划(2012-2015)》。规划称烟草危害大，要全面推行公共场所禁烟，但同时坦言烟草行业税收高、涉及面广、转产任务艰巨。《规划》中，着墨最多的，是目前已在官方和民间普遍达成共识的“公共场所禁烟”。
