卫生部新修订的《性病防治管理办法》将于2013年1月1日起正式实施。新修订的办法进一步明确了性病防治的监督管理和法律责任，规定对故意传播性病构成犯罪的，将追究刑事责任。

　　针对近年来个别性病患者故意传播性病的现象，办法规定，性病患者应当采取必要的防护措施，防止感染他人，不得以任何方式故意传播性病。性病患者违反规定，导致性病传播扩散，给他人人身、财产造成损害的，应当依法承担民事赔偿责任；构成犯罪的，依法追究刑事责任。

　　据卫生部有关负责人介绍，办法还加强了对就诊者的权益保护，强调任何单位和个人不得歧视性病患者及其家属。性病患者就医、入学、就业、婚育等合法权益受法律保护。医疗卫生机构不得泄露性病患者涉及个人隐私的有关信息、资料。

　　关于性病诊疗工作，办法明确要求，开展性病诊疗业务的医疗机构，应当实行首诊医生负责制，不能以任何理由推诿。不具备开展性病诊疗条件的医疗机构或者科室，在诊治、体检、筛查活动中发现疑似或者确诊的性病患者时，应当及时转诊至具备性病诊疗条件的医疗机构或者科室处置。开展性病诊疗业务的医疗机构和医务人员，应严格按照卫生部发布的性病诊断标准和相关规范开展工作，遵循知情同意的原则进行检测，告知性病患者及早通知与其有性关系者及时就医。(记者 胡浩)
