《北京市食品安全条例》将于4月1日起施行，市质监局牵头起草了4个配套条例，向社会征求意见。其中包括禁止小作坊向食堂、连锁经营的集中交易市场、超市销售生产加工的食品。市民可于本月28日前反馈意见。

　　配套条例在对作坊生产进行明确定义的同时，对小作坊提出了9条“禁令”。其中包括作坊不得接受其他企业的委托加工；禁止向食堂、连锁经营的集中交易市场、超市销售生产加工的食品；禁止生产作坊准许证范围外的产品；禁止生产国家产业政策严格控制的产品，如白酒、葡萄酒、乳制品等。

　　同时还要求，作坊把传统、低风险食品纳入准许产品目录范围，严格控制高风险食品；建立原料采购、食品添加剂使用记录；作坊经营者发现经营的食品不符合食品安全标准，应立即停止经营，采取召回措施，并将食品召回和处理情况向质监部门报告。

　　此外，六项情形被列入吊销企业食品生产许可证书范围，包括：故意使用卫生部开出的食品添加剂“黑名单”中的物质；故意生产经营病死、毒死或者死因不明的禽、畜、兽、水产动物肉类；故意生产经营腐败变质、油脂酸败、霉变生虫、污秽不洁、混有异物、感官性状异常的食品及地沟油；故意在食品生产中掺杂、掺假，以假充真，以次充好的，如掺假食用植物油脂、牛羊肉、蜂蜜、绿豆糕、藕粉、芝麻酱、调味品等食品；故意将超过保质期的食品再加工生产的；利用新的食品原料从事食品生产或者从事食品添加剂新品种、食品相关产品新品种生产，未经过安全性评估。
