　　昨天，中国医学科学院卫生政策与管理研究中心研究员胡飞跃、市卫生局医改办副主任高星来到朝阳区劲松街道，和居民交流了医疗改革。针对居民提出来的慢病要在社区治，但是社区医院没有床位的矛盾，专家指出，慢性病社区治，应先分清各级医院职责，形成良好双向转诊的互动。

　　胡飞跃作为研究医疗法律、政策方面的专家，他说，医疗卫生事业的根本点应该是满足人们各种医疗的需求，保障维护人们健康。这本应是医疗卫生法的第一条。要解决目前医疗难题，他认为要着重解决三个问题，一是要满足各层次的医疗需求，其次是满足这些医疗需求的成本负担问题，最后为了保证以上两点的实施，制定相应的政策、法规。

　　而高星提出了目前老百姓对于看病的误区，就是不论什么病都要上大医院找名专家，说明老百姓长期缺乏医疗卫生知识，只注重“治病”，而不注重“健康质量”。目前，北京已经针对朝阳医院、友谊医院、积水潭医院、同仁医院、天坛医院等试点公立医院改革，取消药品加成，开展按病种打包付费，均取得了良好效果。

　　有居民提出，都说让慢性病在社区治，比如高血压、糖尿病，包括心衰晚期、肿瘤晚期等，但是社区医院没有床位，这个矛盾怎么办。专家们表示，承担慢性病治疗，包括功能性障碍、临终关怀等，更多的需要社区和二级医院承担，首先应该明确各级医院的职责，同时应该做好规划，每个区域都应该有二级医院承担一些疾病的后期护理和治疗，做好双向转诊。高星还建议，各大医院都应该设立老年病科，不单单是针对某种疾病，而是随着年龄增长，老人生理、心理、肌体都会有变化，要做综合的研究。(记者周宇)
