卫生部和世界卫生组织２６日共同发布了２０１３－２０１５年《中国－世卫组织国家合作战略》，提出了中国政府和世卫组织为改善中国人民健康而展开合作的中期框架，特别提出要促进卫生公平。

２０１３－２０１５年《中国－世卫组织国家合作战略》有四个合作重点，分别为加强卫生系统建设，推进全民健康覆盖；降低影响公众健康的主要疾病以及卫生安全危险因素引起的发病和死亡；通过开展省级公共卫生行动，减少中国西部地区的卫生不公平；通过支持中国参与国际卫生合作，为加强全球卫生工作作出贡献。

国家合作战略指出，中国在改善人民健康方面成就斐然，但城乡之间、不同人群和不同地区之间仍存在差别，人均卫生支出在城乡之间也存在差距。
