全国人大代表、老百姓大药房连锁股份有限公司董事长谢子龙提交《关于制定执业药师法的议案》称，截至2012年底，目前我国医疗机构药师数量不足40万人，而且主要分布在大型医院，在全国90余万家医疗机构中占大多数的村卫生室、门诊部、诊所等医疗机构缺乏药学专业人员，进行执业药师立法迫在眉睫。
