卫生部妇社司有关负责人12日回应媒体和公众关注的“借腹生子”问题，强调打击代孕等违法违规辅助生殖技术。

　　该负责人称，卫生部组织相关机构开展了人类辅助生殖技术管理相关政策研究，并邀请医学、法学、伦理学、社会学等领域的有关专家就代孕等相关问题进行了探讨。大多数专家认为，代孕会带来诸多严重的法律、伦理和社会问题，扰乱社会伦理秩序，可能给代孕母亲和孩子带来身体和心理的伤害。2001年卫生部发布了《人类辅助生殖技术管理办法》，明确规定禁止实施任何形式的代孕技术。为此，卫生部将继续严格执行相关法律法规和规定，开展人类辅助生殖技术专项整治行动，严厉打击代孕等违法违规实施辅助生殖技术的行为。同时，进一步研究论证相关政策问题。
