央行于日前下发了《中国人民银行关于明确外商直接投资人民币结算业务操作细则的通知》。该通知给人民币FDI设定了红线，规定部分账户不得投资证券、衍生品及房地产。

　　由于外界普遍认为该通知意在限制FDI投向房地产，受其影响，香港市场中资房地产股昨日普遍受压，截至昨日收市，佳兆业跌1.961%、百仕达跌1.923%、富力跌3.008%、世茂跌3.943%、碧桂园跌3.704%。

　　通知明确规定，境外投资者人民币前期费用专用账户不得用于土地招拍挂或购买房产；资本金专用账户等不得用于投资有价证券和金融衍生品，不得用于委托贷款，不得购买理财产品、非自用房产；外商投资房地产企业不得自境外借用人民币资金。

　　同时，细则要求，一个境外投资者在境内只能开立一个人民币前期费用专用存款账户，账户名称为存款人名称加“前期费用”字样；境外投资者开立人民币再投资专用存款账户，账户名称为存款人名称加“再投资”字样。

　　据悉，去年10月，央行曾发布《外商直接投资人民币结算业务管理办法》，正式推出人民币FDI业务，标志着跨境人民币直接投资由个案试点步入常规化、程序化、规范化的通道。而此次细则的发布，是在上述《办法》的基础上，进一步为境外投资者用人民币来华投资提供便利，也能更好地规范银行办理外商直接投资人民币结算业务并活跃离岸人民币债券市场。
