据淮北日报报道，近日，市政府常务会议讨论并原则通过了《淮北市住房保障工作考核约谈问责实施细则(草案)》(以下简称《细则》)，明确规定：保障房勘察、设计、施工、监理单位的质量责任人不仅必须具有执业注册资格，而且一旦工程出现重大质量问题，无论多长时间，不管调到什么岗位工作，都要依法严格追究责任，对工程质量实行终身负责制。

　　《细则》共分6章24条。淮北在制定《细则》时，重点把握住了三方面责任主体。一是各县区人民政府、淮北经济开发区管理委员会、临涣园区和承担保障性安居工程建设任务的单位；二是市直有关部门；三是参加保障性安居工程建设的勘察、设计、施工、监理单位的质量责任人。
