  冯正霖强调,绵茂公路虽然只是一条二级公路,技术标准不是很高,但基于沿线特殊的地质构造和地形情况,其建设和施工组织难度不亚于一条普通的高速公路。要树立建设全天候通道的目标,努力建设一条生态路、安全路,使绵茂公路成为我国地质灾害频发地区建设全天候二级公路的示范工程和样板工程。要进一步完善设计方案,坚持动态设计理念,结合沿线地质构造情况,合理选择技术指标,不追求“全、新、异”,确保工程结构安全可靠。要准确把握设计方案与施工能力的匹配问题,认真进行设计方案的安全风险评估,加强施工组织和沿线地质灾害综合治理,确保施工风险可控。要坚持现代工程管理理念,择优选择项目管理团队和施工队伍,抓好项目法人、项目经理和项目总监“三个关键人”,确保项目管理和施工队伍专业化,有序推进施工标准化活动。要认真学习借鉴港珠澳大桥管理经验,加强项目资金使用监管,努力建设安全可靠、生态环保的“阳光工程”,向香港同胞和灾区人民交上一份满意的答卷。
