全国邮政管理局长座谈会9月11日至12日在北京召开，会议总结了前一阶段完善省级以下邮政监管体制的工作情况，对下一阶段工作进行部署。交通运输部党组成员、国家邮政局局长马军胜作了重要讲话，要求各级邮政管理部门增强责任意识、担当意识，坚定改革信心，调动各方面的积极性、创造性，确保在11月底之前实现市（地）邮政管理局组建工作“机构、人员、经费、设施”四个到位，基本完成组建工作。徐建洲副局长重点部署了市（地）局组建财务保障工作。苏和副局长、解畅组长出席座谈会。会议由王梅副局长主持。

　　对于下一步工作，马军胜指出，各级邮政管理部门要认真学习中央关于完善省级以下邮政监管体系的文件精神，认真学习“三定”规定，抓紧研究三级管理体制下各项工作的衔接问题。省局要找准定位，调整工作思路，加大统筹、协调、指导、监督职能，更好地为基层服务；要做好对内对外各方面基础管理的建章立制工作，保证市（地）局的运行和管理一起步就纳入制度化、规范化轨道；对市（地）局领导班子配备和内设机构领导干部选配工作，要加大工作指导力度，严格方案审核、审查，强化全过程监督；要严格执行公务员调任、转任的有关规定，切实把好领导干部进口关，保证领导干部队伍的整体素质。市（地）局要积极开展行业状况的调查研究，抓住管理中的突出问题，把握规律，形成思路，提出前瞻性的工作目标；要高度重视业务培训工作，尽快熟悉政策，掌握法规，提升能力；要加强与地方的横向联系，做到开门做事，加强工作联系，建立有效的信息通报机制和工作协调通道。
