日前，交通运输部印发《关于加快“十二五”期水运结构调整的指导意见》（简称《指导意见》），提出按照“兴内河、优港口、强海运”的总体思路，加快水运基础设施、运输装备结构优化升级，促进现代物流发展和综合运输体系建设，不断提升水运发展的质量、效益、竞争能力和服务水平。

　　记者从交通运输部水运局了解到，“十二五”期，我国将加快长江干线、西江航运干线、京杭运河和长三角、珠三角高等级航道建设，并大力推进干支联网工程，制定实施《全国内河船型标准化实施方案》，构建畅通高效的现代化内河水运体系；优化港口布局，加强岸线管理，积极发展公共码头，推动港口功能拓展和结构调整，提升港口发展质量和效益；优化海运船队结构，促进船舶向大型化、专业化方向发展，扩大国轮船队规模，规范货主投资航运业，提高航运综合竞争力；进一步提升船舶管理、船舶交易、无船承运等传统服务业发展水平，依托国际航运中心建设发展航运咨询、信用评级、运价指数衍生品等高端航运服务业务，加快发展现代航运服务业；引导港航企业延伸服务产业链，拓展经营网络，加快运输承运人向综合物流服务商和全球物流经营人转变，并积极推进铁水、公水联运发展，促进现代物流体系建设。
