据新华社消息，10月10日召开的国务院常务会议决定，扩大中等职业教育免学费范围、完善国家助学金制度，研究部署在城市优先发展公共交通，审议通过《缺陷汽车产品召回管理条例（草案）》。

　　（一）强化规划调控。城市控制性详细规划要与城市综合交通体系规划和公共交通规划相互衔接。城市综合交通体系规划应明确公共交通优先发展原则。城市公共交通规划要科学布局线网，优化节点设置，促进城市内外交通便利衔接和城乡公共交通一体化发展。

　　会议审议通过《缺陷汽车产品召回管理条例（草案）》。草案规定：批量汽车产品普遍存在危及安全使用质量问题的，应当立即停止生产、销售、进口，由其生产者实施召回，并及时发布产品缺陷信息。对实施召回的缺陷汽车产品，生产者应当及时采取措施消除缺陷。消除缺陷费用和必要的运送缺陷汽车产品费用由生产者承担。草案还对生产者隐瞒汽车产品缺陷或不按规定召回缺陷汽车产品的行为规定了严格的法律责任。
