　　据悉，交通运输部将在巩固“开前门、关后门、调存量”的基础上，加上“推示范”，推广先进的示范船型，引导船舶技术进步。在新建船方面，通过建立标准船型指标体系，引导新建船舶向现代化船队的发展方向，减少不符合要求的新建船舶进入市场，鼓励建造技术经济性能更高的示范船。在现有船方面，限期淘汰安全性能、环保性能差的水泥质船、挂桨机船、单壳液货船和生活污水排放不达标的船舶，以及不利于提高船闸效率的小吨位过闸船舶；对于其他不满足标准船型指标要求的现有船舶，按照自然淘汰、引导淘汰和改造成标准船三种方式分类推进，逐步实现标准化。
