　　10月26日下午，“天鹰-2012”西藏交通应急通信演习暨西藏交通移动应急通信指挥平台开通活动在北京、西藏联合举行。交通运输部副部长冯正霖在北京宣布平台开通。

　　据介绍，交通运输部为西藏特别定制了两辆交通应急指挥车，上面搭载的西藏交通移动应急通信指挥平台具备三大功能：一是在西藏公路各类灾害频发、公共通信中断时，可实现救灾现场的应急通信网络快速构建、接入、传输，及时采集并上传灾情视频、图片和各类信息数据，提升了抢险救灾中的应急指挥反应能力；二是可在应急现场实现省际和省部间的网络化信息互联互通、多方协同，重庆市、黑龙江省交通应急指挥车就在此次演习中协同参演；三是移动指挥平台拥有先进的技术手段、较强的越野能力，实现了在西藏艰苦环境下的有效保障。
