10月30日至31日，中国—东盟海事磋商机制第八次会议在广东珠海召开。来自中国海事局和东盟各国海事主管部门的60多位代表参加会议。交通运输部副部长徐祖远出席了会议。

　　徐祖远在致辞中表示，当前，受欧债危机影响，世界经济仍面临诸多风险，全球航运仍处于不景气状态，中国和东盟各国海事主管机关应该进一步加强区域合作，加倍关注船舶安全、船员权益和海洋环境保护，为地区航运业复苏、促进区域经济发展和社会稳定作出更多努力。

　　会议讨论了《2006年海事劳工公约》的履行问题。马来西亚、缅甸、越南、中国等代表就公约的履行情况作了主题发言。据介绍，《2006年海事劳工公约》被称为全球海员的“权利法案”，将于2013年8月20日正式生效。中国海事部门已经完成了10个履约文件初稿，其中《航运公司履行〈2006年海事劳工公约〉指南》将在审定和完善后向业界发布，为航运公司的全面履约提供技术支持和指导。
